Moses didn’t keep anything back. The Israelites knew what to do for atonement of their sins. Which was a lot; all we have to do is ask for forgiveness but they had many burnt offerings to do.

V 1-21 They had 7 loafs of bread, but I hear the loafs were small, about the size of a hand. Which is enough for one serving & is even special. Now think about it they picked up 7 basketfuls of the broken pieces that were left over. And the fish were very small, each of these were just enough for one serving. It seemed that no matter what Jesus did the people wanted to see more miraculous signs. This is just like we are today! The key here is giving thanks to God for it all!
